Dear Mr. Miller:

The purpose of this letter is to provide notification in writing of the completion of the five actions addressed in Confirmatory Action Letter (CAL) 1-97-011. Action one, which included initiation 3

ofimmediate corrective actions and conducting of training for the entire ERO, was completed on April 15,1997. Action two, performance of a root cause analysis of the issues associated with the poor exercise performance, was completed on April 15,1997 and a management review of that root cause analysis was conducted on April 25,1997. (A management meeting was held with the NRC staffon April 30,1997 to discuss this root cause analysis.) Action three, conduct of a remedial onsite exercise, was completed on May 13,1997. Actions four and five, which involved discussion of corrective actions and associated assessments of significance and effectiveness during the formal exit meeting held on March 17,1997, have been documented in our letter to you dated f

March 24,1997.
