THREE MILE ISLAND (TMI), UNIT 1 - DESIGN INSPECTION During a design inspection at TMI-1 that was performed during the period of November 12, 1996, through January 10, 1997, a concern was raised in regards to the makeup pump MU-P-IC configuration.
In order to continue our evaluation of the performance of makeup pump MU-P-IC following an engineered stfeguards actuation signal, it is requested that you provide the information requested in the enclosure within 30 days of receipt of this letter.

Provide the results of all previous tests involving a startup of makeup l
pump MU-P-IC with the delayed opening of its isolation valves in the l
suction and discharge lines.
Is the emergency core cooling system l-(ECCS) system integral test required at TMI-l?

Provide the results of your evaluation which would support the design adequacy of the above described system operation.
Discuss the actual characteristics of the stakeup pump, isolation valves and pump mini flow (if anyl considered in your evaluation.

Section 3.3 of the Technical Specification (TS) for ECCS requires two operable makeup pumps during power operation. Can makeup pump MU-P-IC l
be considered as one of the two operable makeup pumps for the purpose of l
meeting this TS7 l
4.
It is the staff's understanding that the safety analyses'in chapter 14 l
of the FSAR were performed based on the operation of one makeup pump under all design basis events. Therefore, only two makeup pumps are needed for ECCS considering a single failure. Discuss any other plant i
safety assessment (IPE, etc.) in which credits are taken by the third makeup pump at THI-1.
