Dear Mr. Oplinger:

The General Atomic Co. is currently constructing a Dual Core TRIGA Reactor Facility in Pitesti, Romania for the Institute f or Nuclear Power Reactors.

This work is being done under a contract between Romenergo State Foreign Trade Co. and General Atomic.

This project is also the subject of a Project Agreement and a Supply Agreement between the United States, the Inter-national Atomic Energy Agency and the Socialist Republic of Romania entered into on March 30, 1974.

Under the terms of Section 1, 3(b) of the Supply Agreement, it is stated that Romania shall cause the manufacturer of the fuel to supply a written certification of the manufacturer's determination of the enrichment by weight in the uranium isotope U-235 and the quantity of the enriched uranium contained in the fabricated fuel elements.

It has been General Atomic's usual practice to provide the above information to all concerned parties by use of the nuclear material transaction report (Form NRC/ DOE-741). This form is normally completed at the time of shipment.

In the case of the project in Romania, Romenergo has specifically requested that General Atomic provide this certification in advance of the shipment.

In response to the request from Romen' rgo, General Atomic is hereby trans-e mitting the enclosed Certification. The same information will be submitted again via the Nuclear Material Transaction Report completed at the time of shipment.
