Dear Mr. Denholm:

This is in response to your letter of October 12, 1978 in which you requested, pursuant to the Freedom of Information Act, certain records relating to NRC's negotiated agreement with AFGE Local 2195.

Your request was received by the Office of Administration on October 18, 1978.

The following responds to each item of your request:

1.

Under Part VI, Article E of the Agreement, Union representatives were granted " reasonable time without charge to leave" to participate in certain specified activities, and were required to obtain the permission of their immediate supervisors when participating in these activities.

We have, however, no records showing the total amount of time actually spent on these activities.

2.

All official time used by Union representatives was subject to E.0. 11491.

3. and 4.

Part VI, Article F of the Agreement specifies that the Union was to have the use of conference rooms, a combination safe, the internal f

mail system, and bulletin boards for certain purposes. The NRC has no records showing the actual use of the conference rooms or the mail system by the Union, and no estimate of the monetary value of these services.
