Georgia Power Company's (GPC's) letter of March 4, 1988 requested issuance of an exemption from ASME Section III Class 2 requirements for 12 service air lines (vacuum breaker test lines) penetrating primary containment at Plant Hatch Unit 2.

Upon further consideration, GPC has determined that a "proposed alternative", pursuant to 10 CFR 50.55(a)(3),

would provide a more appropriate and timely mechanism to effect the changes requested in the March 4, 1988 letter.

He therefore request that the provisions of 10 CFR 50.55(a)(3) be applied to our submittal of March 4,1988.

10 CFR 50.55(a)(3) requires the applicant to demonstrate that (i) the proposed alternatives would provide an acceptable level of quality and safety; or (ii),

that compliance with the specified requirements of 10 CFR 50.55(a) would result in hardship or unusual difficulties without a compensating increase in the level of quality and safety.

Please refer to GPC's submittal of March 4, 1988, which provided a detailed basis addressing why the proposed alternatives would provide an acceptable level of quality and safety, and why compliance with all ASME Section III Class 2 requirements (involving mainly documentation requirements in this case) for the subject lines would result in hardship without a compensating increase in the level of quality and safety.
