Dear Ms. O' Bannon:
This is in response to your letter dated September 26, 1978 in which you ,
requested, pursuant to the Freeaom of Information Act, a copy' of the entire winning proposel, and pricing and contract data submitted in- .
response to NRC RFP RS-77-26, "NRC Document Control' Systems". Your I letter was received by the Office of Administration on September 28, '
1978.
In response to your request the documents listed on Appendix A have been placed in the file F01A-78-252 at the NRC Public Document Room (PDR) ;
located at 1717 H Street, N.W., Washington, D.C.
Listed on Appendix B are five (5) documents, portions of which contain- .
information which is proprietary and this information is bein ;
pursuant to exemption (4) of the Freedom of Information Act (g withheld 5 U.S.C. !
552(b)(4)) and 10 CFR 9.5(a)(4) of the Commission's regulations. Copies of the non-exempt portions of these documents have also been placed in ;
the PDR, file F01A-78-252. j Pursuant to 10 CFR 9.9 of the Commission's regulations, it has been determined that the information withheld is exempt from production or ;
disclosure, and that its production or disclosure is contrary to the public interest. The persons responsible for this denial are the . :

This denial may be appealed to the Commission's Executive Director for Operations within 30 days from the receipt of this letter. As provided ;
in 10 CFR 9.11, any such appeal must be in writing, addressed to the. .
Executive Director for Operations, U.S. Nuclear Regulatory Commission, 7 Washington, D.C. 20555,'and should clearly state on the envelope and in the letter that it is an " Appeal from an Initial F0IA Decision".
The charge for reproducing records not located in the NRC Public Document Room (PDR) is ten cents ($.10) per page, as specified in 10 CFR 9.14(b) of the Commission's regulations, a copy"of which is enclosed. Accordingly, i' the cost of reproducing the 1,139 pages is $113.90. In an October 16 I
