North Atlantic Energy Service Corporation (North Atlantic) provides herein the response to NRC Generic Letter (GL) 96-01 " Testing of Safety-Related Logic Circuits'." The NRC issued GL 96-01 to:
(1) notify addressees of problems with testing of safety-related logic circuits, (2) request that all l
addressees implement the actions described in GL 96-01, and (3) require that all licensees submit a written response to GL 96-01 regarding implementation of the requested actions.
l The NRC concluded the following in GL 96-01: "On the basis of the recent events, previously issued ins, complexity of the logic, and contribution to the core damage frequency, the NRC staff has further determined that licensees should review their surveillance procedures for the reactor protection system, EDG load shedding and sequencing, and actuation logic for the engineered safety features systems to l-ensure that complete testing is being performed as required by the technical specifications."
Generic Letter 96-01 requested that all licensees take the following actions:
- 1. Compare electrical schematic drawings and logic diagrams for the reactor protection system, EDG load shedding and sequencing, and actuation logic for the engineered safety features systems against plant surveillance test procedures to ensure that all portions of the logic circuitry, including the J
parallel logic, interlocks, bypasses and inhibit circuits, are adequately covered in the surveillance procedures to fulfill the TS requirements. This review should also include relay contacts, control switches, and ~other relevant electrical components within these systems, utilized in the logic circuits i
performing a safety function.
- 2. Modify the surveillance procedures as necessary for complete testing to comply with the Technical l
Specifications. Additionally, licensees were permitted to request an amendment to their Technical
~
Specifications if relief from certain testing requirements could be justified.

NYN-97058/Page two The NRC requested that the completion of these : ions be accomplished prior to startup from the first refueling outage, commencing one year after the issuance of GL 96-01. Generic Letter 96-01 also requested that within 60 days of the date of the GL, licensees inform the NRC of their intentions regarding the submittal of the requested information and an implementation schedule.
In accordance with the 60 day notification requirement, Northeast Utilities on behalf of North Atlantic responded on April 16, 1996, committing that North Atlantic would complete the requested actions before the startup from the Cycle 5 refueling outage. The Cycle 5 refuding outage commenced on May 11,1097, and is tentatively scheduled to be complete on June 15,1997.
North Atlantic completed requested actions (1) and (2) of GL 96-01 on May 6,1997. As a result of the reviews completed in accordance with requested action (1), two procedures were identified as requiring modifications. North Atlantic has completed the required changes to these procedures.
