c... . LEAGUE.'S PROPOSED SUPPI EMENTARY FINDINGS RELATING TO THE HEALTH EFFECTS OF RADON-222 RELEASED BY- THE URANIUM FUEL CYCLE

!. As noted in " Uranium Fuel Cycle Impacts from Fuel Reproc-essing and Radioactive Waste Management", dated April 11, 1978 )

and . signed 'oy Samuel J. Chilk , " The Commission has a number of  !

programs in progress, .some of which will supply data necessary for a generic resolution of issues not now covered in Table S-3. . ."

(P. 13). In that same document relating to the fuel cycle, at i p.15, Toe Commission. has announced "its intention to initiate a long-term effort to completely update the rule in all areas of the fuel cycle. . . to produce a completely updated and revised 1

Table S-3 and supporting document for the, entire fuel cycle..."

2. Amendment 7 to the ER describes the most recent drop in demand for power (and therefore in the need for large new base- I l

load units) and notes that engineering is in abeyance.

3. In its Propo sed SunclementarLFindinga. . . of September 11, 1978 Staff indicates very clearly that experts disa$ree on the l health effects of radon-222. (22-33) . Staff states that Dr..Got-i chy 's effort "is useful . . . until a definitive determination. cen 781102cosilmade by the Commission". (34) The Perkins testimony, ?.hich V

we have read, further confirms the controversy. Therefore, l I

l J

no cost-benefit analysis in relation to health effects from ,

i the entire fuel cycle is possible.

M. The - above paragraphs reinforce Lea 6ue 's Findings at p.54 and Brief on Exceptions at p. 62 that there is no immediate

.need for the Jamesport units and that issuance of a construc-tion permit is_ not appropriate at this time.
