l Your letter dated January 22, 1988 forwarded the subject Inspection Report for Peach Bottom Units 2 and 3 and required a i

On February 22, 1988, W. C.
Birely of Philadelphia Electric Company discussed with Mr. J.
Linville of Region I, NRC the need for an additional four days to complate this response.
Appendix A of your letter l
identified two activities which did not appear to comply with l
the Commission's regulations.
These apparent violations are restated below, followed by Philadelphia Electric Company's response.
In accordance with Section 2.790 and Section 73.21 of the Commission's regulations, it is hereby requested that this response be withheld from public disclosure.
An affidavit to support this request is attached.

He is Vice President of Philadelphia Electric Company, Licensee under Facility Operating Licenses DPR-44 and DPR-56 for Peach Bottom Atomic Power Station, Units 2 6 3 and is authorized to execute this affidavit; 2.
He has reviewed Licensee's Response to Inspection Report Nos.
50-277/87-37 and 50-278/87-37 filed herewith (hereinaf ter the "Response") and knows the contents thereof.
3.
The Response which is sought to be withheld from public disclosure contains details relating to the physical security plans for Peach Bottcm Atomic Power Station; 4.
The infomation set forth in the Response has been treated as confidential and proprietary infomation and has been withheld fom public disclosure by Licensee in accordance with Licensee's practice of treating all infomation dealing with the detaila of security plans as -nnfidential and proprietary ir.fomation, and; l-

The Response should be considered by the NRC as confidential and proprietary infomation and be withheld from public disclosure on the grounds that it contains Safeguards Infomation, it contains details relating to the h
physical security plans of a licensed facility, it contains detailed infomation which could be used to compromise the safety and security of the
- facility, such disclosure is not required in public interest and such disclosure would adversely affect the interests of Philadelphia Electric Company.
