Director. NRC Region Ill RE: WM. H. ZIMMER NUCLEAR PC%'ER STATION - UNIT 1 SEDIMENTATION OF THE SERVICE WATER PUMP STRUCTURE - POTENTI AL 10CFR, PART 21 W.O. f 57300-957, JOB E-5590 Gentlermn:
This letter provides additional information concerning the sedimentation monitoring program which is proposed for installation in the Service Water Pump Structure. This program was tr,entioned in our letter No. 0A-1168, dated 7-23-79, to your office.
A River Sedimentation Study is currently being conducted to estimate sedimen-tation rates in the intake structure since its construction and establish future sedimentation rates under normal plant operation during average and infrequent f'ios events. This study will be complete after data is collected and analyzed during the *High Water" stage of the Ohio River in early 1980.
Sedicnentation ronitoring devices and sedimentation removal system have been proposed and are now being evaluated by CGAE and our Consulting Engineers for use in the intake structure.
The final design for the monitoring devices and the l
sedimentation removal system will depend upon the results obtained from the River Sedimentation Study.
We will apprise you by letter when the sedirnentation monitor-ing pro; ram is established and include a copy of the plan for your information.
We trust that this letter will suffice as a status report for the sedimenta-tion condition of the Service Water Pump Structure.
Very truly yours, THE CINCINNATI GAS & ELECTRIC COMPANY l

K.O. 25_7300-957, JO3_ K-559 0 On Ju.nt: 20, 1979, we submittod our letter QA-1148 to your officu, identifying a silting condition which had been dis-covered in the river pu p houce intake flume and intake structure.
We have evaluated the ceuse of this condition and have determined that it wes influenced to e large extent by various seasonal river condi tiens.
Tne river entrance to the intake fiume was sealed by a bulthecd be Lwe.en Septamber,19 76 cnd March,1978.
During bha period of Septer5cr,1976 through April 24, 1979, there were two (2) long duration flood stages of the Ohio River which were the epperect cause of much of the collection of sedimentation in the in Lake f lune.
h e service water pumps were not in operation i
during most of this period and as the river increased in elevation and cuhccquently returned to pool stage, the silt normally hold in suspension was deposited within the intake flum behind the bullhead.
i A thorough inspection of the intaxe fiume and the service vale.r pt.._p bay was conducLed and a significant amount of sedi-nentation was discovered.
We are presently in the process of removing thin cedimentation and anticipate that during normal plant operation.imilar circumstances will not result in :a com-parable sedimentat. ion condition.
Also, during operation iof the plant, a scP N%Ltion moniLoring program will be implemented to assure that excess sedimentaLion is not accumulated in the intake.

QA-1168 mou:
E. A'. Borgmann PAGE No. 2 Ea.r&are to carry out this ' monitoring program is being evaluated, and procedures will be developed which will assure that the intake fiume and structure arc maintained in a condition consistent with ope.retional req uirements.
In accordance with 10CFR50.55 (c), e deficiency found in design and cons truction, which were it to remain uncorrected,:
could adveruely affect the safe operation of the nuclear power l
P ant at any time throughout the expceted lifetime of the p1' ant, and which represents any one of four other specified conditions, is consi de.re.d a reportable item.
The cilting condition could not -
have not remained uncorrected, and the correctivo cJ eaning action i=pln:cnted has assured non-degredaLion of the safe operation of the plant.
We, therefore, do not consider Lhe silting condition l

We will apprise you irf ichter when the sedimentation monitoring program is estehlished and include n copy or the plan for your infor-mation.
We trust that this letter, along with future transmiLLalu regarding the conitoring program, will satisfy those requirements of 1CCPRbO.6h(n) and close the it.em reported on Junc 18, 1979 relativa to nilting of the service valer inLake sti. uct ure.
