The Nuclear Regulatory Commission staff has completed its review of the Exxon Nuclear Company Topical Report XN-NF-77-25, dated August 1977, entitled, " Exxon Nuclear Company ECCS Evaluation of a

ECCS Model; Large Break Example problem".

We concluded that Topical i

Report XN-NF-77-25 is acceptable for reference in application for i

construction permits, operating licenses, and operating license i

amendments for reload fuels. A copy of our evaluation is enclosed.

The staff does not intend to repeat its review of Topical Report I

XN-NF-77-25 when it appears as a reference in a particular license application. Should NRC criteria or regulations change, such that our conclusions concerning the Topical Report are invalidated, you will be notified and given the opportunity to revise and resubmit your Topical Report for review, should you so desire.

We request that you reissue Topical Report XN-NF-77-25 in accordance I

with the provisions of the " Nuclear Regulatory Commission Topical Report program".
