Dear Mr. Roisman:

l l Thank you for your letter of September 19, 1978 regarding your interest in being kept inforned on various matters involving the referenced licensing action. The NRC will be pleased to provide you with the information you desire in accordance with our standard practice.

l l Unfortunately, a number of your understandings as to what you expect l of the NRC with respect to information are somewhat overstated. We l e xpect, of course, to fully comply with established NRC practices in i providing you with information relative to this proceeding. In this regard, you may be assured of our full cooperation.

1 Your understanding of our standard practice regarding the furnishing of copies of the application is not quite accurate. The NRC receives from the Applicant only enough copies of applications to meet NRC's needs. Copies for Intervenors are available in the NRC Public Document R ooms or directly from the Applicant. In this case, however, there were copies of the application available to the NRC and, accordingly, copies have been sent to petitioners seeking to intervene in this proceeding.

As to staff / applicant correspondence, the practice is to send copies of all staff-generated correspondence to Intervenors. Applicant-generated correspondence prior to the issuance of the staff documents ,

relative to its safety or environnental evaluations are furnished directly to Intervenors by the Applicant. Thereaf ter, copies are furnished by the NRC.

With respect to your concern regarding being notified of meetings b etween NRC staff and the Applicant, that matter is subject to the procedures established in the Statenant of Policy with Regard to Donestic License Applications which was published in 43 F.R. 28058, June 28,1978.

l The procedures set forth in that statement will be followed in this

matter. We will, of course, make all reasonable efforts to provide as I

much advance notice regarding these meetings as is possible or practical.

With regard to this specific application, the staff has informed me that there have been only two meetings between the staff and the Applicant; a site visit was held April 25-27 and a meeting was held in Silver Spring, Maryland on June 2,1978. No other meetings have been held since publication o f the Federal Register notice relative to this application on July 28, 1978.

Intervenors in this proceeding will also be furnished by the NRC with copies of meeting minutes, telephone call minutes and inspection reports bearing on this application.

As was noted in my letter of September 15, 1978 to Mr. Blum, copies of a 11 documents relevant to this proceeding will, as a matter of course, be placed in the NRC's Washington, D. C. Public Document Room and in '

the local public document room established at the Public Library of C harlotte and Mecklenburg County, 310 N. Tryon Street, Charlotte, North Ca rolina. Copies of the documents are also available at the local public document room located in the Oconee County Public Library, 201 South Spring Street, Walhalla, South Carolina 29691.
