Counsel memoranda.
The first dated September 27, subject:
Written and Oral Presentation by Participants in the Fuel 3

4 Cycle Rulemaking.
In September when you had a discussion on this and you extended the rule for six months, 6
The question of 7 procedures for completing the final rulemaking were touched 8 upon.
The General Counsel, in his memorandum of September 27th has attached a rule for publication, and I understand thau 9
all of you have approved that rule.

The second one is also a General Counsel 17 memorandum dealing with OIA Report of Allegations of Employee 18 Misconduct in St. Lucie.
The General Counsel submitted a 19 proposed order to us on August 16.
About that time, the Com-mission received a letter from Mr.
l 20 Hatter, complaining about

21 certain matters, and one Commissioner believed that the order should not be issued until OIE had responded formally to that 22 23 letter; they have so done, and they have reviewed, OGC has 24 r hird Rxportsrs, Inc.
eviewed the CIA responses and find them dispositive, 25 They again recommend the proposed order be issued.
