2.206 PETITION REGARDING ENRICO FERMI ATOMIC POWER PLANT, UNIT 2, (FERMI-2)

We have received your petition dated February 4, 1988, which requests, pursuant to Title 10, Code of Federal Regulations (10 CFR), S2.206, that the Nuclear Regulatory Commission (NRC) revoke the operating license of Fermi-2 until such time as Detroit Edison Company can prove to the satisfaction of the NRC and relevant Canadian authorities that the plant is safe to operate and does not present any danger to the health and safety of residents of Windsor and Essex Counties in Canada.

The bases for your request are a letter of January 15, 1988 from the NRC to Detroit Edison and an attached Regulatory Assessment, which authorizes Fermi-2 to operate at full power.

You assert that certain findings in these documents with regard to problems at the plant should have prevented the NRC from granting this authorization.

You further assert that Fermi-2 should not be allowed to operate because of certain deficiencies in the plant's design and because Detroit Edison Company has withheld information regarding the plant.

We are evaluating the issues raised in your petition and will respond to your request within a reasonable time.

Enclosed for your information is a copy of a notice that is being filed with the Federal Register.
