On April 14,1997, the NRC completed an inspection at you; Zion Generating Station, a
Units 1 and 2. The enclosed report presents the results of that inspection. !
The inspection was an examination of activities conducted under your license as they
relate to radiation safety and to compliance with the Commission's rules and regulations
l and with the conditions of your license. The inspection consisted of a selective
j examir.ation of procedures and representative records, observations, and interviews with
personnel.
l
l Radiological housekeeping in the Auxiliary Building and Turbine Building was poor. One
,
violation of procedural requirements was identified concerning the control of contemination
l
boundaries within your facility. In addition, problems concerning the posting of radiological
hazards were also identified. These problems were similar to those identified in other j
recent inspections. The examples in the attached report indicate that this issue has not
l been fully resolved. An additional example of a procedure violation was identified
concerning the failure to properly survey contaminated laundry containers. Your staff j
properly identified inadequate radiation monitor setpoints, but certain corrective actions j
were not completed in a timely manner.
The violation is cited in the enclosed Notice of Violation (Notice), and the circumstances ,
surrounding the violation are described in detailin the enclosed report. Please note that l
you are required to respond to this letter and should follow the instructions specified in the l
enclosed Notice when preparing your response. The NRC will use your response,in part,
to determine whether further NRC enforcement action is necessary to ensure compliance
with NRC regulatory requirements.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter,
the enclosures, and your respcase to this letter will be placed in the NRC Public Document
