Commonwealth Edison has requested a license amendment which would completely revise the Technical Specifications (Appendix A, to facility Operating License DPR-39 and DPR-48), incorporating the guidance provided in NUREG-1431. With References 1  ;

through 3, Commonwealth Edison requested deferral of a number of Technical  :

Specification Surveillance Requirements and acceptance criteria which are more )

restrictive than the Current Technical Specifications, and which cannot be implemented prior to the proposed effective date for Zion Stations's conversion to the Improved l Technical Specifications.

j Unit I and 2 are both currently in outages and the previously identified surveillances )

requirements for Unit 1 and 2 will be completed prior to entering their associated Mode  ;

of Applicability; therefore, deferral of the surveillances contained in References 1 ,

i through 3 are no longer necessary.

These changes have been discussed with the cognizant NRC personnel. Please direct any  !

questions you may have concerning this submittal to this office.
