RE0L'EST FOR ACTION UNDER 10 CFR 2.206 Notice is hereby given that by petition dated December 11,1979, the Friends of the Earth reques:ed that an order be issued to the Regents of the University of California at Berkeley to suspend all activities of the TRIGA reactor at Etcheverry Hall, to remove all radioactive materials from the site, to revoke the operating license and to hold public hearings before 1

any reactor operation is resumed.

The bases of the request are alleged

deficiencies in the seist:ic design of the facility, and allega'..ons that the potential threat to the public health and safety is greater than pre-viously estimated and that :urrent evacuation plans are inadequate.

This petition is being treated as a request for action under 10 CFR 2.206 of the Comission's regulatf or.s, and accordingly, action will be taken on the petition within a reascnable time.

I hereby endorse the Request for Action submitted by Friends of the Earth to the Nuclear Regulatory Com=ission which requests permanent revocation of the Regents of the University of Ca'ifo nia's Operating License under Docket No. 50-224.

Considering the Etcheverry Hall Reactor's cu: dated seismic design, its site in a densely pcpulated urban area and the '.ack of adequate evacua-

ica plans in case of a radiation accident, I sub_it : hat the Etcheverry Eall reactor poses an unacceptable threat to public healty and safety.

Accordingly, I give full support to the Request for Action to the

';. 7.. C. filed by Friends of the Earth.

I concur in the request that all re-ac:or activities under Docket No. 50-224 be halted, all radioactive materials and wastes be removed from the Etcheverry Hall site, and that the reactor

perating license be recoved by the Nuclear Regulatory Commission.

I ask that the Nuclear Regulatory acknowledge its responsibility to

he health and safety of the citizens of Berkeley by acting upon this Request for Action.

Dear Dr. Denton,

Pursuant to 10 C.F.R. Section 2.206, Friends of the Earth hereby files a Request for Action to the Nuclear Regulatory Cc==ission.

Specifically, Friends of the Earth recuests that the Nuclear Regulatory Cc= mission order the following:

1. Suspension of all activities under Docket Nb. 50-224 at Etcheverry Hall, University of California, Berkeley;
2. Removal of all plutonium and all other radioactive materials and wastes frem the Etcheverry Hall site;
3. Permanent revocation of the Regents of the University of California's operating license under Docket No. 50-224;
4. Holding of public hearings in the City of Berkeley before any reactor operation is resumed.
