Dear Mr. Griger:

Thank you for your letter to Chairman Hendrie expressing concern about the method proposed by Metropolitan Edison for decontaminating the radioactive waste water at Three Mile Island. It was referred to me for response.

Recdntly the Commission authorized the use of EPICOR-II for processing this waste water. The method proposed is limited to the decontamination of the waste water currently stored in tanks in the auxiliary building. The process-ing will clean up the water to the extent that it will not pose further risk to the public or operations personnel.

To date no highly contaminated water from within the Unit 2 containment or primary system has been processed or released. Prior to any processing or release, Metropolitan Edison will be required to evaluate alternate methods of water cleanup and disposal or discharge. The plans and alternative. analysis developed by Metropolitan Edison will receive a detailed review by the NRC in order to ensure that liquid waste processing and disposal or discharge opera-tions will be within the limits specified in our regulations. Any evaluation conducted will be made available to the public.

An example of the type of evaluation that will be performed i> tw Swirr .

mental Assessment prepared by the NRC staff concerning the uw. . 'i-II to process contaminated water from the auxiliary building. This assessment addresses only the processing of the water and not its disposal. Prior to disposal, another assessment will be prepared to evaluate the alternative means of disposal. A copy of the Environmental Assessment is enclosed for your information.

I am pleased to provide you with this information.

Sincerely, Ha ld R. Denton, Director Office of Nuclear Reactor Regulation
