ISNM79020 - PROPOSED IMPORT OF 107 KILOGRAMS URANIUM 1

ENRICHED TO 2.8% U235 in UO2/GD203 PELLETS On October 22, 1979 Exxon Nuclear Company, Inc. requested authority to import 107.1 kilograms of uranium, enriched to 2.8%, in fuel rods containing uranium dioxide and gadolinia oxide. The import will be from Oskarshamnsverkets Kraftgrupp A.B., Stockholm, Sweden.

The material ~ will be returned to the Exxon Nuclear Company in Richland, Washington, where the fuel rods will be downloaded and the material will be used in further fuel fabrication by Exxon.

The material will be packaged in approved shipping containers appropriate for the shipment of the type of material involved, probably in the Model RA-3, bearing certificate of competent authority number USA /4986/B( )F(Rev 4),

certified for use through March 31, 1980.

This material is in a r.on-volatile, non-corrosive form and the primary hazard from a potential accident which might breach the container is one of chemical rather than radirlogical toxicity. The radiological impacts from import shipments were evaluated in the Final Environmental Statement of the Transportation of Radioactive Material by Air and Other Modes, NUREG-0170, and were determined to be negligible compared to impacts from domestic shipments.

The staff finds that this import will not be inimical to the common defense and security, will not constitute an unreasonable risk to the health and safety of the public, and will have no significant environmental impact.
