Byron Station Units 1 and 2 Application for Amendment to Facility Operating Licenses NPF-37 and NPF-66, Appendix A, Technical Specifications NRC Docket Nos. 50-454 and 50-455 Gentlemen:

Pursuant to 10 CFR 50.90, Commonwealth Edison is hereby applying for an amendment to Facility Operating Licenses NPF-37 and NPF-66, Appendix A, Technical Specifications. The purpose of this amendment is to reduce the Onsite Nuclear Safety Group minimum staffing requirement from four engineers to three engineers. Commonwealth Edison plans to transfer one Byron engineer to Dresden Station to establish an Onsite Nuclear Safety Group at that station. Attachment A contains the proposed change to Technical Specification 6.2.3.2. Attachment B contains background information and justification for the proposed change.

The proposed technical specification change has been reviewed and

approved by both Onsite and Offsite review in accordance with Commonwealth Edison Company procedures. We have reviewed this amendment in accordance with 10 CFR 50.92(c) and determined that no significant hazards consideration exists. Our evaluation is documented in Attachment C. Commonwealth Edison is notifying the State of Illinois of our application for this amendment by transmitting a copy of this letter and its attachments to the designated State Official.

In accordance with 10 CFR 170, a fee remittance in the amount of

$150.00 is enclosed.
