, The Board's Memorandum and Order of September 15, 1978, stated that the special prehearing conference would be held in flovember. The NRC Staff suggests that the Board schedule the conference to begin on November 28, 1978.

Counsel for the Applicant and the Texas Public Interest Research Group (TexPIRG), and Mr. Wayne E. Rentfro have authorized us to represent that they would be available on November 28 for a special prehearing conference. If November 28 is not acceptable to the Board, the NRC Staff as well as the above-mentioned Darties would be available on November 27, 29 or 30. We have not been able to reach Mr. Doherty or those individuals and groups who have just filed intervention petitions.

Negotiations with the Applicant are now undetway on the stipulation of contentions entered into by the NRC Staff with the TexPIRG, Mr. Rentfro and Mr. John F. Doherty on behalf of himself and the Armadillo Coalition of Texa's, Houston Chapter. In the event that agreement is not reached on the stipulations, counsel for the Applicant has infonned us that the Applicant will file a response to the stipulations prior to the special prehearing conference.
