In accordance with the requirements of the Nuclear Non-Proliferation Act, this is to inform you that NRC has not completed 'icensing action on your application XSNM01281 to export low-enriched eranium fuel to West Germany for the initial core of the Grohnde Un t i reactor which is to begin operation in 1981.
Final Executive Branch views were received on your export application on August 2, 1978. However, final licensing action has been delayed because of the'NRC staff's recent heavy workload and the need to concentrate efforts on licensing requests with more urgent requirements.
As you will recall, my staff has confirmed with you that the importer has no immediate requirement to begin shipment of the fuel coverad by this application.
Nevertheless, your application has been forwarded to the Commission for its approval.
