SUMMARY
OF MEETING HELD ON DECEMBER 13, 1978 TO DISCUSS THE PDA EXTENSION REVIEW On December 13, 1978, representatives of the General Electric Company (GE) met with members of the Nuclear Regulatory Commission staff (staff) to discuss matters related to the extension of PDA-1. A list of attendees is included in the enclosure to this report.
Sign 1ficant points discussed at the meeting are summarized below.

1.0 Background
On August 22, 1978 the Commission approved the extension of all three-year PDA's to five years on the basis of a defined extension review. On October 13, 1978 the staff identified in a letter those matters applicable to the extension of PDA-1, which was issued December 22, 1975 with an expiration date of December 22, 1978.
The staff letter noted that due to the staff's current manpower shortage, the detailed extension review for each PDA would be deferred until a utility-applicant indicated that it planned to reference that PDA.
The staff also noted that it would grant an administrative extension of two years for each three-year PDA, provided that the response to the PDA extension review matters was complete, with the condition that a later detailed review of these matters would be required if the extended PDA was referenced.
GE responded on November 30, 1978 in Amendment No. 46 to the GESSAR-238 NI application with its assessment of the PDA extension review matters.
2.0 Discussion GE's main concern was identified as the conditional extension of the GESSAR-238 NI PDA. They noted that the staff should be able to justify deferring the detailed review of these matters until the FDA on the basis of GE's PDA assessment.
The staff noted that this approval was

not consistent with the Commission's August 22, 1978 policy statement and would require further review with the Commission. Further, this activity could not be completed prior to December 22, 1978, the date on which the PDA for GESSAR-238 NI expires.

Meeting Sunmary The staff did agree to examine the possibility of providing a technical assessment of the PDA extension review matters in about three months. This assessment would be prepared by DPM for approval by DSS and DSE, but would likely fall short of a formal safety evaluation. GE indicated such a report might be useful to them and agreed to consider further the need for such a report and advise the staff acco,dingly.
Another concern expressed by GE was that of fees for PDA extension reviews. GE indicated that it opposed fees for standard design reviews, noting that such fees were not in the interest of standard-ization.
The staff noted that the Commission had not yet made a decision on fees and that GE would be advised as soon as a Commission decision becomes available.
3.0 Other Matters 1
The staff advised GE that it had finished the completeness review of GE's response to the PDA extension review matters.
The following additional information is required in order to administratively extend PDA-1 for two years:
(1) Response to Regulatory Guide 1.9, Revision 1 (2) Response to Regulatory Guide 1.29, Revision 3 (3) Response to Regulatory Guide 1.128, Revision 1 (4) Response to Regulatory Position C.1 of Regulatory Guide 1.114, Revision 1 GE noted that it was aware of the need for this information through verbal communications with the staff and planned to submit Amendment No. 47 to the GESSAR-238 NI application during the week of December 18, 1978.
