Area Inspected: Visual inspection and radiological monitoring of import shipment of SNM. The inspection involved three inspector-hours on-site by one NRC inspector.

Results: No apparent items of noncompliance or deviations were identi-fied in the two areas inspected.

2. Visu d Jnspection Three fuel casks in route from France to the Savannah River Plant in South Carolina and two fuel casks in route from West Germany to the Savannah River Plant, were inspected at the U.S. port of entry, Portsmouth, Virginia. The five casks contained irradiated fuel and were marked with Radioactive III labels as required by 49 CFR 172.403. The integrity of the shipment was verified by inspecting the casks for external damage and verification of security seals on the casks. The identity of the shipment was confirmed by comparing the identification numbers on the casks with the shipping manifest.
3. Radiation and Contamination Monitoring.

The casks were surveyed for external radiat. ion by directly measuring the radiation levels at the surface and at three feet from the surface, using instrumentation for detecting beta and gamma radiation.

The casks were also surveyed for external contamination by wiping representative sections of the surface with dry filter paper and measuring the removable radioactive contamination with instrumenta-tion for detecting alpha, beta and gamma contamination. The results of these tests were well below regulatory limits specified by 49 CFR 173.397.

a. A meeting was held with the Assistant Superintendent of Opera-tions, Atlantic Container Line at the conclusion of the inspec-tion on October 30, 1978. The scope and findings of the inspection were summarized and he was advised that the shipment appeared to meet the regulatory requirements in the areas inspected,
b. Telephone interview was held with the General Manager - Opera-tions, Transnuclear, Inc., on October 31, 1978. The scope and findings of the inspection were summarized and the licensee representative was advised that the shipment appeared to meet the regulatory requirements in the areas inspected.
