This is in response to your letter dated September 21, 1978 in which you requested, pursuant to the Freedom of Information Act, a copy of the contract, proposal, and analysis submitted by the TERA Corp. regarding NRC contract ADM-78-580.
Your letter was received by the Office of Administration on September 26, 1978.
In an October 18, 1978 telephone conversation with Mr. Stephen Isaacs of NRC, you agreed to receive the first 163 pages of the technical proposal.
