In the Matter of ) Docket Nos. 50-259 Tennessee Valley AutNrity ) 50-260 50-296 BROWNS FERRY NUCLEAR PLANT - PHASE II WELD REPORT TVA's letter dated February 6,1987, provided NRC with a copy of the Browns Ferry Phase I Weld Report (Volume 4 of the TVA Weld Project). Phase I was conducted to ensure tiiat the TVA program, design documents, policies, and procedures correctly reflect commitments to regulatory requirements and to identify concerns or deficiencies in the Browns Ferry welding program.

The primary purpose of the Phase II Weld Program was to evaluate the implementation of procedures for both the construction and operations welding programs; ensure that weldments meet TVA's code, and regulatory requirements and are adequate for service; correct any problems; and provide recommendations for weld program improvements to prevent recurrence of problems in the future. We are pleased to inform you that Phase II of the Weld Program is complete and a copy of the Phase II Weld Report (Volume 5 of the TVA Welding Project) is attached.

Notice that section 5.0 of the report addresses several welding issues  !

identified in enclosure 1 of NRC Inspection Report Nos. 50-259/87-19, 50-260/87-19, and 50-296/87-19. NRC specifically requested that TVA address the subject inspection items in the Phase II Weld Report, j
