Task Order No. 16(G) Entitled. " Seismic Reviews for Title II Sites." Under Contract NRC 02 96 004 In accordance with the task order procedures of the subject contract, this letter definitizes Task Order No.16(G). This effort shall be performed in accordance with the enclosed Statement of Work and tha Contractor's technical proposal dated November 12. 1996, and revised on January 30,1997 and March

14. 1997, which are hereby incorporated by reference and made a part of this task order. The effective date of this task order shall be Marc 131,1997.

Task Order No.16(G) shall be in effect from March 31, 1997 through September 26, 1997 with a cost ceiling of $26.219. The amount of $

represents the total estimated reimbursable costs, the amount of $'

represents the cost of facility capital, and the amount of $

represents the fixed fee for this task order.

The amount currently obligated is $26.219.

The obligated amount shall, at no time, exceed the task order ceiling. When and if the amount (s) paid and payable to the Contractor hereunder shall equal the obligated amount, the Contractor shall not be obligated to continue performance of the work unless and until the Contracting Officer shall increase the amount obligated with respect to this task order. Any work undertaken by the Contractor in excess of the obligated amount specified above is done so at the Contractor's sole risk.

- NRC PROJECT MANAGER DEBORAH DEMARCO. 415-7796 NRC TECHNICAL MONITOR DANIEL ROM, 415-6704 DOCKET NUMBER VARIOUS TAC NUMBER L50072 FEE RECOVERABLE NO 1.0 Backaround Uranium Mill sites under license after November 8, 1978, are regulated under Title II of the Uranium Mill Tailings Radiation Control Act (UNTRCA), which amended the Atomic Energy Act. The reclamation (closure) plans for these sites should meet the requirements of 10 CFR 40 Appendix A which are, in part, that reclamation of Uranius mill tailings sites be conducted in accordance with a plan which provides reasonable assurance of long-term stability and Reclamation plans should provide does not rely on active maintenance.

6.0 $G9De of Work The contractor shall use the Final Standard Review Plan for the Review of Remedial Action of Inactive Mill Tailings Sites Under Title I of UMTRCA (June 1993), and other current design guidance in addition to discussions with NRC staff, to:

1.

Review and secome familiar with NRC's procedures for evaluating PGA and slope stability.

2.

Evaluate the licensee's submittal, including, as necessary:

a.

revised configuration (if any) b.

previously-approved reclamation plan relevant geotechnical data and construction specifications c.

3.

Prepare a draft report for the embankment stability verification (similar to a model report to be provided by NRC staff) presenting the contractor's findings for the design, includ'ng whether or not i

the design meets the standard, needs to be justified or redesigned, or needs supporting data (specify which data).

4.

Finalize the report following NRC's review.

The report should be provided as a hard copy and in diskette form compatible with the Wordperfect 5.1 processing system.

7.0 Heetino and Travel It is estimateJ that one, I day meeting for 1 person will be held at NRC's offices in Rockville, Maryland (if required), as directed by the NRC TM.

Technical instructions may be issued from time to time during the duration of this task.

Tcchnical instructions shall not constitute new assignments of work or changes of such nature as to justify an adjustment in cost or period of performance.

Directions for changes in the scope of work, cost, or period of performance must be coordinated through the NMSS Project Officer and approved by the NRC Ccntracting Officer.
