By' letter dated. January 27,.1997,'you submitted Revision 4 to the Certified Fuel Handler; Training Program (PGE-1057) for Trojan Nuclear Plant.. Revision 4 made provisions for personnel) to be qualified as. Certified Fuel Handlers for fuel movement only.
Fuel Movement Only Certified Fuel Handlers are only Lallowed to. direct and/ supervise the movement of nuclear.-fuel and are not.

Dear Mr. Quennoz:
fBy letter dated January 27, 1997, you s'ubmitted Revision 4 to the Certified
. Fuel Handler Training Program (PGE-1057) for Trojan Nuclear Plant.
Revision 4
^made provisions for personnel to be qualified as Certified Fuel Handlers for fuel movement only.
Fuel Movement Only Certified Fuel Handlers are only allowed to direct and. supervise the movement of nuclear fuel and are not allowed to perform operational shift functions such as stand watch as Shift Manager. Additionally, the Fuel Movement only Certified Fuel Handler is to receive retraining on all the portions.of the quarterly Certified Fuel Handler retraining program that apply to fuel handling.
Furthermore, Revision 4 deleted wording regarding senior reactor operator and reactor operator licenses which no longer exist for Trojan Nuclear Plant, and incorporated editorial changes.
~The staff has completed its review of Revision 4 to Certified Fuel Handler Training Program.
On the basis that the Certified Fuel Handler Training Program continues to be based on a systems apprcach to training (SAT), the staff concludes that the program through Revision 4 is acceptable.
