REQUEST FOR WITHHOLDING INFORMATION FROM PUBLIC DISCLOSURE MILLSTONE NUCLEAR POWER STATION, UNITS 1, 2, AND 3
Dear Mr. Carns:
By letter dated March 14, 1997, Northeast Nuclear Energy Company (NNECD) submitted a summary of its review of selected attributes of the Licensed Operator Initial Training (LOIT) and Licensed Operator Upgrade Training (LOUT) programs (matrices) and the process instruction " Nuclear Training LOIT/ LOUT Audit Review." NNECO identified the matrices and instruction document as containing personnel information, the disclosure of which would constitute an

unwarranted invasion of personal
)rivacy. Accordingly, NNECO requested that the personnel information be wittneld from public disclosure pursuant to 10 CFR 2.790(a)(6) as supported in its affidavit dated March 14, 1997.
NNECO also submitted letter dated March 31, 1997, in response to the NRC's Confirmatory Action Letter (1-97-010) dated March 7, 1997, confirming commitments by NNECO that it would ensure that weaknesses in the LOIT and LOUT pro 5 rams be corrected. NNECO's March 31 letter responded to those commitments.
The final results of the review and revised process instructions i
contain personnel information which would constitute an unwarranted invasion of personal privacy. Accordingly, NNECO requested that the personnel information be withheld from public disclosure pursuant to 10 CFR 2.790(a)(6) l as supported in its affidavit dated March 31, 1997.
l By both letters, March 14 and 31, 1997, NNECO submitted redacted versions for placement in the NRC's public document room.
We have reviewed NNECO'S requests based on the requirements and criteria of 10 CFR 2.790, and have determined that the submitted information sought to be [(

Withholding from public inspection shall not affect the right, if any, of

If the need arises, we may send copies of this information to our consultants working in this area. We will, of course, ensure that the consultants have signed the appropriate agreements for handling proprietary information.
