Dear Mr. Adams:

This.is in response to your letter to me dated November 16, 1978 in which you requested a reasonable estimate of the schedule for the resumption of the hearings relating to the limited work authorization (LWA) and any other decisions of the NRC on this project.

It is difficult at this time to project a schedule for this proceeding because cer-tain portions of the Appleiants' analysis and application are still outstanding. It is our undertstanding, however, that the Applicants plan to submit this analysis i

relating to geology and seismology matters in mid-January 1979. Assuming that this analysis is complete and acceptable to the NRC Staff and the United States Geological Survey (USGS), the NRC Staff and USGS will complete their reviews on this matter within several months. If these reviews are completed within these timeframes, it would be possible to resume the Skagit hearings in April o*

May 1979. At that time, we would "xpect the LWA hearings to merge with the safety hearing in order that the Licensing Board may render a decision on a full construction permit for the proposed project. It is possible that these hearings may be concl.ided by as early as May or June 1979 with an expected decision date around r riv-Fall 1979.

The above schedule is a reasonable projection at this time. However, several recent developments may impact on this schedule -- 1) the retirment of the Licensing Board Chairman and the subsequent appointment of a new one; and,

2) the successful intervention in this proceeding of three Indian tribes. Every 781227037c) l

effort will be made to expedite these proceedings consistent with the assurance that all parties have a fair opportunity to present evidence and that a complete and adequate record is developed on which the Licensing Board can base a deci-sion.

I hope that this projected schedule has been of some assistance.
