DEC15 8 Transnuclear, Incorporated 5205 Leesburg Pike Falls Church, Virginia 22041 Attn: Vicki Matson Gentlemen:

This is to supplement my letter of September 5,1978 notifying you that the NRC had not completed licensing action on your application XSNM01279 to export low-enriched uranium to the Republic of China.

In accordance with the Nuclear Non-Proliferation Act (NNPA), we are providing this follow-up report on the status of your application.

You will recall that Executive Branch views on your application were received on June 6, 1978.

Upon receipt of additional information from the Department of State, a staff analysis was prepared and forwarded to the Commission for approval on November 16.

The staff now wishes to advise you that final Commission action has been delayed due to Commissioner requests for further information from the Executive Branch regarding this case.

Sincerely, M.
