Dear Mr. Varga:
Your letter dated November 2, 1987 transmitted the results and conclusions of the Regulatory Effectiveness Review (RER) conducted by the NRC's Office of Nuclear Reactor Regulation at Peach Botton Atomic Power Station, Units 2 and 3, from September 28 through October 2, 1987.
The attached enclosure to this letter provides Philadelphia Electric Companf's response to the NRC's Final Report of the Peach Botton Atomic Power Station

Regulatory Effectiveness Review.
An extension for responding to the Final Report was discussed on December 18, 1987 between R. J.
1 Weindorfer (PECo) and Mr. Robert J. Dube, Division of Reactor Inspection and Safeguards, and was found acceptable.
Pursuant to Sections 2.790 and 73.21 of the 1
Commission's Regulations, it is hereby requested that the enclosed document be withheld from public disclosure.
An affidavit which supports this request for nondisclosure is attached hereto.

He is Vice President of Philadelphia Electric Company, Licensee under Facility Operating Licenses DPR-44 and DPR-56 for Peach Bottom Atomic Power Station, Units 2 6 3 and is authorized to execute this affidavit; 2.
He has reviewed the document entitled "Philadelphia Electric Company's Response to the NRC's Final Report of the Peach Bottom Atomic Power Station Regulatory Effectiveness Review" (hereinafter the "Response")
and knows the contents thereof.

The Response which is sought to be withheld from public disclosure contains details relating to physical security plans for Peach Bottom Atomic Power Station; 4.
The information set forth in the Response has been treated as confidential and proprietary information and has been i
Page 2 withheld from public disclosure by Licensee in accordance with Licensee's practice of treating all information dealing with the details of security plans as confidential and proprietary information, and; 5.

should be considered by the NRC as confidential and proprietary information and be withheld from public disclosure on the grounds that it contains safeguards Information, it contains details relating to the physical security plans of a licensed
- facility, it contains detailed information which could be used to compromise the safety and security of the facility, such disclosure is not required in the public interest and such disclosure would adversely affect the interests of Philadelphia Electric Company.
