EVALUATION OF THE DESIGN, FABRICATION, AND INSTALLATION OF A LINER IN THE SPENT FUEL CANAL (POOL) 0F THE HIGH FLUX BEAM REACTOR AT THE BROOKHAVEN NATIONAL LABORATORY

Dear Dr. Lash:

I am responding to the letter you sent me on March 11, 1997, seeking Nuclear Regulatory Commission (NRC) technical assistance on the requested evaluation.

The NRC staff met with the Department of Energy (DOE) and Brookhaven l

Associated Universities staff on March 19, 1997, to discuss this potential NRC effort. During the meeting, DOE staff presented a revised Scope of Work and a project schedule; both are enclosed.

The project schedule identifies three activities in which NRC involvement is specifically sought, and corresponds to Items 2, 3, and 5 of the revised Scope of Work.

Items 1, 4, and 6 of the Scope of Work will be conducted as needed to support the requested reviews.

With respect to Item 2, DOE and NRC agreed that upon receiving DOE's conceptual design report on April 7,1997, NRC will be prepared to discuss the report in a meeting to be held at NRC on April 14, 1997. We will proviae our comments orally by April 21, 1997, which will be followed up with written comments by April 28, 1997. We will review and comment on Items 3 and 5 in accordance with the schedules shown in the Scope of Work.

We estimate that the review effort will cost $150,000.

Please provide a

" Funds Out Interagency Agreement" for os to proceed with this review.

1. Meet with DOE /BNL personnel at the High Flux Beam Reactor. Review scope ofwork, tour facility, become familiar with current issues. Conduct initial meeting in March 1997. Conduct similar meetings in the fhture, as necessary.
2. Review and comment on the Liner and Leakage Detection System C= ;=8 Desip Report. Initiate review coincident with issuance of Draft C72_' Desip Report by BNL's consultant (Raytheon Engineers & Constructors) Anril 4 1997. Complete review and issue Safety Evaluation Report by May 16.

3. Review and comment on the Liner and Leakage Detection System Final Desip Report. laitiate review coincident with the issuance of the draft Final Desip Report by Raytheon (August 15,1997). Complete review and issue Safety Evaluation Report by November 1,1997. (This w. r ds to two weeks after the issuance of the Final Desip Report by Raytheon.).
4. Perform on-site inspections and===mente, as necessary, durmg installation of the canal liner and leakage detection system. Installation is being' scheduled for November 1,1997 thmugh March 1,1998.
5. Review and comment on Liner and Leakage Detectiou System Turnover to Operations Report

(completed or closed-out modification package). Initiate review by March 1,1998. Complete review and issue Safety Evaluation Report by March 15,1998.

6. Provide additional assistance as mumally agreed upon, and as reflected in a revision to this Scope of Work.
