Duke Power Co., Docket No. 70-2623 Dear Mr. Ketchen Yesterday I received copies of a letter from Louise G. Ervin of Honea Path, S.C.,
and your response to her dated November 21.
I am troubled that you treated her letter as a limited appearance without informing her of the possibility of intervention.
Admittedly, it would be difficult for her to intervene at this point and chances are that she does not have the resources to do so.
He ever, the alternative should be explained before she is starced along the limited appearance route.
I suggest that future responses to people like Ms. Ervin include an explanation of all avenues open to interested citizens.
