(b) Letter from Mr. T. A. Ippolito, dated September 12, 1978, to Mr. G. C. Andognini

Dear Sir:

Reference (b) requested certain changes be made to the Pilgrim Nuclear Power Station Emergency Plan which was submitted as referenced in (a).

Prior to receiving this request, Boston Edison Company was in the process of preparing revisions to the Emergency plan based on routine internal review and audits.

Therefore, a revision to the Emergency Plan is hereby submitted which updates portions of the Emergency Plan as well as addresses the concerns of Reference (b).

Annex B, " Projected Accident Doses" has not been duplicated as there are no changes to this section.

The majority of the revised pages are the result of correcting typographical errors and minor changes for consistency with Station titles and procedures.

The revisions to Pages 11, 40 and 42 result from addressing Reference (b).

However, it should be mentioned that the Standard Review Plan Section 13.3, Emergency Planning, II Acceptance Criteria, 3, does not absolutely specify a definite time period, but states in full, " Completion of initial accident assessment measures, including dose projection, and notification to offsite authorities within fifteen minutes or within the calculated time at which the 7 812 2 6 0 JL/f J

At the present time, the Boston Edison Emergency Plan does meet the conditions specified in the Standard Review Plan 13.3, Emergency Planning, II Acceptance Criteria, 3.

As a result of internal concerns, Boston Edison is in the process of developing a computer program that will be capable of providing rapid postulated dose calculations based on various meteorological input (instantaneous) and updated radiological conditions as it become,s avail-able.

It is presently estimated that the computer program will be completed and the necessary hardware installed early in 1979.

The pages modified by this submittal are identified by Revision 1, and the portion of the page that has been revised is flagged by a vertical line in
