NRC INTEGRATED INSPECTION REPORT 50 395/96 15

Dear Mr. Taylor:
On February 8, 1997, the NRC completed an inspection at your V. C. Summer
reactor facility. The enclosed report presents the results of that
inspection.
During the 6 week period covered by this inspection period, your conduct of
activities at the V. C. Summer facility was generally observed to be safe and
conscientious in the areas of operations, engineering, maintenance practices,
and plant support. A violation was identified concerning five examples of a
Technical Specification surveillance test not being performed within the
required frequency. Of particular concern was that there were several missed
opportunities to identify and correct this problem prior to the date of
discovery. Another violation was identified for failing to complete a
surveillance test prior to a core alteration. Of particular concern is the
msition of your staff, which was stated during the February 10, 1997 Exit
ieeting, that the evolution identified by the NRC as a core alteration was not
a core alteration.

The violations are cited in the enclosed Notice of Violation (Notice), and the
circumstances surrounding the violation are described in detail in the
enclosed report.
Please note that you are required to respond to this letter
and should follow the instrua ions sgcified in the enclosed Notice when
preparing your response. The NRC will use your response, in part, to
determine whether further enforcement action is necessary to ensure compliance
with regulatory requirements.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of
this letter and its enclosures will be placed in the NRC Public Document Room.
