Gentlemen:
Enclosed please find a Motion to Reopen Record on Financial Qualifications to be filed with the Appeal Board in the above captioned matter.
Copies of this Motion have been.sent to all persons on the enclosed Certificate of Service.
In addition, on behalf of Audubon Society of New Hampshire and the Scacoast Anti-Pollution League I would like to inquire when we may expect the full dissent on seismic matters that Mr. Farrar premised in ALAB-422, decided on July 26, 1977.
It seems to us that if the seismic issue is going to be addressed by the Commission as they indicated as m 1g h t o e ur r th i s dissent should be furnished in the near future, otherwise the plant with its present design will be substanti ally under construction, perhaps again presenting the ominous sunk cost dilemma.
