The following is provided for your information to improve our joint ability to protect public health and safety in the event of a radiological emergency.
Reference (a) forwards copies of the status boards used by the NRC Region I Base Team for radiological emergency. response and suggests that licensees incorporate the information in Emergency Notification System (ENS) communicator training and/or procedures. Baltimore Gas and Electric has developed a Calvert Cliffs Emergency
Response
Plan Implementation Procedure (ERPIP);
ERPIP 4.1.22.3, "N RC ENS Communications" (enclosed). Emergency Notification System communicators will be given initial training and annual retraining on this procedure. Additionally, the ERPIP will be used whenever the NRC participates in Calvert Cliffs' exercises.
We are fully committed to satisfying the Staff's information needs during emergency response. This is evident from the favorable ENS communications experience during the July 27, 1987 Alert level emergency at Calvert Cliffs. However, it must be recognized that some of the data that could be requested of the communicator may not be immediately available to him. This procedure represents our best effort to make those involved aware of ENS expectations and limitations. We hope that your staff will benefit by having our procedure available.
