Three Mile Island Nuclear Station, Unit 2 (TMI-2)
Operating License No. OPR-73 Docket No. 50-320 Revised Corporate Emergency Plan On December 22, 1987, GPU Nuclear submitted Revision 1 of the GPU Nuclear Corporation Emergency Plan to the NRC. While many provisions of this revised plan could be implemented immediately, selected changes require prior NRC approval in accordance with 10 CFR 50.54(q). The most notable of the proposed changes was the reduction in the TMI-2 emergency planning reQJirements based on the reduced source term of THI-2.
The purpose of this letter is to request expeditious approval of the proposed revision. As the TMI-2 cleanup project approaches cortpletion, it is the intent of GPU Nuclear to attempt to place THI-2 personnel in other positions within the GPU Nuclear system.
In that regard, there are certain personnel maintained on shif t (e.g., maintenance personnel) for the sole purpose of supporting the TMI-2 on-shif t emergency organization. For exarrple, there are maintenance shif t foremen positions being maintained at TMI-2 when the foreman involved could qualify for equivalent positions at TMI-1. Thus, TMI-2 foremen could be transferred to TMI-l if the minimum manning requirements of the TMI-2 Emergency Plan did not exist. However, because of these restrictions, optimal use of qualified GPU Nuclear people within the system is not achieved.
To facilitate the efficient management of the TMI-2 workforce during the phase down at TMI-2 and to minimize adverse personnel impacts, your expeditious approval of Revision 1 of the GPU Nuclear Corporation Emergency Plan is 8883 !! Bast 8888j)n o

As an alternative to early approval of the subject revision, GPU Nuclear suggests that the relief requested by this letter can be achloved by an early, interim approval of those provisions of the plan change which provide relief from the current THI-2 on-shif t manning and emergency organization requirements.
