SUMMARY

REPORT OF STARTUP TEST PROGRAM Gentlemen:

Section 6.8.1.1 of the Vogtle Electric Generating Plant Unit -1 Technical Specifications requires Georgia P)wer Company (GPC) to submit a supplement to the summary report of plant startup and power escalation testing every three months until completion of the test program.

In our letter dated November 30, 1987 CPC identified three startup tests and the overall Power Ascension Test Sequence procedure (1-600-13) as outstanding. Since theti, the final thermal expansion measurements have been evaluated and found acceptable. All acceptance criteria for the Thermal Expansion Test (1-600-11) were met and plant response was determined to be within allowable tolerances. '

Data collected during the Dynamic Response Test (1-600-06) is undergoing final evaluation and will be reported in a later supplement to the startup report.

Testing of four radiation monitors within the Process anu Effluent Radiation Monitoring System (PERMS) remains open. Resolution of these open items is in progress to allow clost:re of the PERMS Test (1-050-01).

This will be reported in a later supplement to the startup report.

Following completion of the Dynamic Response Test (1-600-06) evaluation and resolution of PERMS Test (1-6SD-01) open items, the Power Ascension Test Sequence procedure will be completed, thus completing the startup test program for Vogtie Unit 1. t
