SUBJECT:
NRR OFFICE LETTER NO. 108 - STAFF INTERFACES WITH THE MEDIA AND PUBLIC AFFAIRS PURPOSE This Office Letter contains guidance that describes actions staff members should take when called by representatives of the news media. This guivence is an attempt to provide a uniform practice and not to deter the flow of information.
RESPONSIBILITY AND AUTHORITIES ALL NRR Employees should be open and as helpful as possible to representatives of the news media or other members of the public. The NRC and the Office of Governmental and Public Affairs (GPA/PA) do not discourage employees from

speaking with the media.
BASIC REQUIREMENTS (1) A staff member responding to media inquiries should feel free to provide any information that would normally be publicly available. This information should be provided promptly and accurately.
In accordance with Office Letter 106, "Release of NRC Draft or Predecisional Documents and Information,"
j draft documents or information contained therein are not to be discussed with, given to or shown to the public (including the media) by the NRC staff without prior approval.
(2) If a staff member does not know the answer to a question or does not believe that the requested information is within his or her area of expertise, he or she should say so and refer the caller to more knowledgeable NRC staff or to PA. An employee should not be reluctant to refer callers to PA when the matter involves non-routine information or inquiries that require coordination outside the employee's office.

If the staff member preftrs not to talk with the media, the caller should be referred to PA to arrange a suitable alternative.
1 (4) The contacted staff member should inform his or her supervisor and PA of all g) media calls. This will ensure that media interest in a particular subject is brought to the attention of other NRC employees working on matters related to the subject who may have significant additional information.
