50-328 SEQUOYAH NUCLEAR PLANT (SQN) UNITS 1 AND 2 - EMERGENCY OPERATING PROCEDURES (EOPs) AND PROCEDURES GENERATION PACKAGE (PGP)

As a result of NRC inspection 50-327/87-61, 50-328/87-61 on E0Ps and the PGP, deficiencies with the PGP and controlling of EOP setpoints were identified. As requested by NRC, TVA has addressed those deficienc'ies and revised the PGP.

The revised PGP, included as enclosure 1, is in effect.

The justification for not implementing specific Westinghouse Owners Group Emergency Response Guidelines (HOG-ERG) is provided in Appendix C of encio;ure 1.

Appendix C is included providing a marked-up revision easily identifying the differences between SQN and the HOG high-pressure reference plant.

The E0P setpoints will be controlled in accordance with Appendix G of enclosure 1.

Issuance of a design output document, "Sequoyah Emergency Operating Serpoint Table," by the Division of Nuclear Engineering identifies all safety-related E0P setpoints, instrument loops, instrument loop accuracies, and the appropriate reference documents.

It also includes engineering curves and tables required by the HOG-ERG.

Implementation of revised E0P setpoints will be completed before mode 2.

The PGP, including the writer's guide for the E0Ps, will be revised as necessary based on changes to the WOG-ERG, operator training, experience, and validation. contains the list of commitments.
