Dear Sir:
1 The Quality Assurance requirements of 10 CFR Part 71 were published in the Federal Register on August 4, 1977.
1 Paragraph 71.5(a) requires that licensees (1) establish, maintain and exe-cute a Quality Assurance Program satisfying each of the applicable criteria specified in Appendix E, " Quality Assurance Criteria for Shipping Packages for Radioactive Material," and (2) file a description of that program by January 1, 1979.
Paragraph 71.51(d) allows that a Commission-approved Quality Assurance Pro-

gram which satisfies the applicabic criteria of Appendix B of Part 50 and which is established, maintained and executed with regard to transport packages shall be deemed to satisfy the requirements of 71.51(a) above.
The Commission approved the Boston Edison Quality Assurance Program in a letter dated November 12, 1975, from Mr. D. L. Ziemann, Chief, Operating Reactors Branch #2, Division of Reactor Licensing.
Boston Edison will extend the scope of that approved program by January 1,1978 to the licensed shipping casks utilized by Boston Edison Company. This will be accomplished by adding licensed shipping casks to the Pilgrim 1 Q-List and identifyJng the applicable Appendix B criteria of the approved, Quality As-surance program with a Q-List footnote.
