ENCLOSURE RESPONSE TO OCTOBER 13, 1978 NRC COMIENTS 1.
Q.
Please provide additional details of the methods that vitt be used to decontaminate floors, vatic ceilings, proceso equip-ment, liquid effluent systema, ventitation system and grounau.
It should be made clear that these methode vere assumed in developing the cost estimates.
4.
Q.
Concerning IV, Cost Estimate - Please provide a more detailed breakdoun of the estimated coats of decontaminating the facil-itica and grounda including labor, material and transportation.
The breakdoun should include the votumes to be buried and the surface areas to be decontaminated.
A.
As indicated in Section II. G. of the Plan, we do not intend to decontaminate process equipment and duct work; they will be removed and disposed of.
This is also true of effluent piping.
Contaminated soil will be excavated, boxed, and disposed of.
With respect to the facility, we plan to steam clean walls and ceilings and sand blast floors prior to repainting. The volumes to be buried and surface areas to be cleaned are given in Attachment 1, which is the estimators work sheets and also provides the unit costs assumed for the estimate.
2.
Q.
The decommissioning plan should contain a statement that prior to the start of decontamination a detailed decommissioning plan including a proposed closecut survey plan vitt be sub-mitted to the NRC for revieu and approvat prior to retcase of equipment or grounds to unrestricted use.
A.
Section III of the plan has been revised to indicate that the NRC will review and approve the detailed decommissioning procedures.
See Attachment 2.
Upon final NRC approval the Plan will be published in this form.
3.
Q.
Concerning III.
F., it should be noted in the plan that no resurfacing uitt be done until the NRC has been notified and the NRC agrece that such resurfacing my be carried out.
A.
We believe that NRC review and approval of the detailed decommissioning procedures will adequately satisfy this Comment.
