DRY CASK STORAGE ACTION PLAN UPDATE This memorandum provides an update to the Dry Cask Storage Action Plan. The Plan was developed to identify major issues and problems in the area of dry cask storage and to discuss resolution of such issues. At this time, all but three of the actions originally identified in the plan are complete. Work on the remaining three issues is in progress with completion estimated during the first calendar quarter of 1997. Draft standard review plans for the review of storage cask 'esigns and spent fuel dry storage facilities (NUREGs 1536 and 1567, respectively) have been published for public comment and the inspection procedures were issued and updated in February and May of 1996, respectively.
4 The remaining open near-term technicalissue is the handling of heavy loads. NRC Bulletin 96-02, " Movement of Heavy Loads Over Spent Fuel, Over Fuelin the Reactor Core, or Over Safety-Related Equipment," was issued on April 11,1996, and encompasses heavy loads issues other than cask handling at power plants. Closure of the dry cask action plan near term issue on heavy loads is projected in 1997, following the NRR closeout of the bulletin.
Evaluation of a proposal for the storage of damaged fuel, the open long term technical issue, is being addressed during review of a license application currently in progress by the Office of Nuclear Material Safety and Safeguards (NMSS) staff. Regarding the open procedural issue, NMSS is preparing a new inspection procedure to provide guidance for the oversight of design

o H. L. Thompson changes made under 10 CFR 72.48. This new procedure is targeted for issuance in summer of 1997. All other issues have been either resolved or incorporated into office operating procedures to ensure that dry cask storage issues are promptly addressed by our respective staffs.
Open dialogue with both the Nuclear Energy Institute's (NEl's) Dry Cask Storage Working Group and with utilities pursuing dry cask storage activities continued throughout calendar year 1996. This working group is comprised of representatives of utilities who are currently pursuing or plan on pursuing operation of an Independent Spent Fuel Storage Installation (ISFSI).
1 A number of additionalissues pertaining to dry cask storage have been identified since the last Dry Cask Storage Action Plan update. These issues are office specific and are being tracked by the responsible office; however, they are included in this update for completeness.
Coordination and communications both within and outside of the Agency continue to be a high priority. On May 17,1996, the Spent Fuel Project Office conducted the full day " Spent Fuel j
Storage and Transportation Workshop," which had over 340 registrants from NRC, industry and other government organizations. Our staffs continue to meet frequently to discuss new issues and inspection findings, and periodic conference calls are held with Region staff.
The status of allitems contained in the original action plan are now summarized in a table for your convenience. This update to the action plan contains a description of the new issues, their projected completion dates and how they are being tracked. Information regarding staff progress on these new issues may be obtained from the tracking vehicles noted in the i
discussion.
