SEQUOYAH NUCLEAR PLANT (SQN) - T,OHNICAL SPECIFICATION CHANGE 87-46 1

In accordance with 10 CFR 50.90, we are enclosing a requested amendment to license DPR-79 to change the technical specifications of Sequoyah Nuclear 1

Plant unit 2. The proposed change revises Table 3.6-1, "Bypass Leakage Paths to the Auxiliary Building," to add the potential leakage paths associated with the hydrogen analyzer system.

The proposed technical specification change is identified in enclosure 1. The justification for the proposed technical specification change is provided in enclosure 2. A proposed determination of no significant hazards consideration perfotmed pursuant to 10 CFR 50.92 is provided in enclosure 3.

Enclosed is a check for the $150 amendment application fee required by 10 CFR 170.12. i Only the unit 2 table is being revised at this time. Engineering Change Notices (ECNs) are now issued on a unitized basis as part of TVA's new design control process. The engineering modification for the unit 1 hydrogen  :

analyzer system is currently under review, and its corresponding ECN has not '

yet been issued. The unit 1 table will be revised as necessary after the unit 1 ECN is issued.
