5930 Enclosed with this letter are five (5) copies (copy numbers 19-23) of the "Preservice and First 10 Year Interval Inspection Plan for Nondestructive Examination and System Pressure Testing at the Consumers Power Company Midland Plant Units 1 and 2."
This Plan is submitted in response to NRC Requests 121.1 and 121.14 relative to the Midland Operating License Review.
Consumers Power reserves the right to revise this Plan should any of the following conditions occur:
1.
If changes are made to Section XI of the ASME Code which Consumers Power determines are in its best interests to implement and which are accepted by means of a change to 10 CFR 50: 55a or which clarify the intent of existing versions of the ASME Code; 2.
If changes are made to the design or construction of the plant which impact the commitments made in this plan; 3
If preservice examinations demonstrate that commitments contained in this plan are impractical.
It should also be recognized that due to the current stage of design and construction of the Midland Plant certain data reported in Section 3 of the Plan relative to the " Number of Areas Subject to Examination", "Nunber Subject to PSI" and " Number Subject to ISI" are preliminary and subject to change as construction progresses.

2 Serial 5930 Hove 188-78 An updated ISI Plan vill be submitted to the NRC six months prior to anticipated commercial operation of Midland Flant Unit 2 as requested by NRC Request 121.1.
This Plan vill, in part, form the basis of our planned meeting with the Staff on October 23, 1978 at which time Consumers Power Company vill make a summary presen-tation of the Plan and discuss initial Staff comments.
