CP-88-08 (FINAL REPORT)
Gentlemen:
We are hereby reporting a significant deficiency involving the qualification of unit heaters in Class IE battery rooms under the provisions of 10CFR50.55(e).
The required information follows.
DESCRIPTION OF THE DEFICIENCY A review of unit heaters in Class 1E battery rooms for compliance with environmental and/or seismic qualification criteria determined that the heaters are not powered from redundant Class 1E power supplies and are not seismically qualified.
The described condition represents a significant deficiency in the final design as approved and released for construction such that the design does not conform to the criteria and bases stated in the FSAR.
This deficiency is an apparent failure to establish adequate design requirements for these heaters.
This deficiency is limited to Class 1E battery rooms.
SAFETY SIGNIFICANCE A drop of ambient temperature in the Class 1E battery rooms below 70 degrees F would cause a reduction in the batteries output to levels lower than required to power their Class IE loads.
In addition, a seismic event could cause battery failure if the unit heaters fall on the Class IE batteries.
Thus, had this condition remained uncorrected, it could have adversely affected the the safety of plant operations and is, therefore, reportable under the provisions of 10CFR50.55(e).

,,,5 TXX-88067 January 13, 1988 Page 2 of 2 CORRECTIVE ACTIONS The unit heaters in the Class 1E battery rooms will be replaced with Class 1E unit heaters which are seismically qualified and powered from Class IE power supplies.
Engineering documents to support these activities will be issued no later than February 29, 1988.
Construction activities will be accomplished in accordance with the general construction schedule.
Design Temperature requirements for the Class IE battery rooms have been incorporated into Design Basis Document, DBD-ME-305 "Uncontrolled Access Area Ventilation".
This will prevent the recurrence of this situation.
