APPROVAL UNDER SECTION 145b. OF sAf0hICENERGYACTOF 1954, AS AMENDED, FOR THE EMPLOYMENT OF ROBERT GOLDSMITH Issue: The Director, Office of Standards Development (50), has requested Commission approval to emplo Dr. Robert Goldsmith as an Epidemiologist, SD, be e his security investigation is completed and evaluate Enclosure 1 is Dr. Goldsmith's Personal Qualificati n Statement.
Discussion: The Director, SD, has certified that unles's Dr. Goldsmith is employed by NRC prior to completion of tne normal authorization procedures, serious delay will occur in the conduct of preliminary plannir.g and design studies for epidemiological research on the health effects of low-level ionizing radiation which Congress has directed NRC to accomplish (see Enclosure 2).
Although SD indicates in Enclosure 2 that the request for Commission approval of Dr. Goldsmith's employment under Section 145b. should be combined with that of a Dr. Winfred F. Malone, the latter's delay in formally accepting the NRC employment offer has now caused SD to move ahead separately on Commission approval for Dr. Goldsmith's appointment.
The Personnel Security forms of Dr. Goldsmith have been favorably reviewed. Als6, the Federal Bureau of Inves-tigation advised that name checks on Dr. Goldsmith
- revealed no derogatory information. Similarly, preem-ployment checks conducted by the Division of Organization and Personnel on Dr. Goldsmith revealed no derogatory information. The Civil Service Commission, which is CONTACT: R. J. Brady, SEC 42-74472

- 2' Discussion: currently conducting the required investigation, advised (Continued) that a check of their Security Investigations Index revealed no record on Dr. Goldsmith.
Recommendation: The Commission:
- 1. Determine pursuant to Section 145b. of the Atomic Energy Act of 1954, as amended, that the employment by NRC of Dr. Goldsmith is clearly consistent with the national interest.
