I Enclosed for the information of the Subconsmittee on Energy and Power is a revis6d regulatory guide which is being issued in Division 3, " Fuels and i, Materials Fheilities."

Regulatory Guide 3.8, Revision 1, " Preparation of Environmental Reports for Urantian Mills," identifies information needed by the NRC staff in its assessment of the potential environmental effects of a proposed uranium j mill and directly associated activities and establishes a format acceptable to the staff for its presentation.

l Comments and suggestions fmm the public f a connection with improvements in all guides are encouraged at any time. Public cossents on Regulatory Guide 3.8, Revision 1, will, however, be particularly useful in evaluating the need for an early revision if received within 2 months of the date of this guide.

Also enclosed is a Federal Register notice we plan to issue on tMs matter within the next few days.
